Fuel consumption high and hesitation?

Not quite - the thermostat controls the flow of coolant, if it's missing the engine will run colder for longer (though some parts will actually run too hot due to the circulation being uncontrolled - so put a new 'stat in) - so it is not the ECU thinking the engine is cold, the engine actually is cold.
The ECU gets its signal from the CTS so it knows the coolant is below specified temperature, therefore the mix will be rich.1972 Viva restoration thread - http://www.thecorsa.co.uk/projects-b....html#post1534

Thanks mateso if I put a thermostat into it, then the coolant temperature sensor with see that the coolant is at the specified temperature (because it will be) and the there will be the right mix and will stop the car running rich?
